Observation

After interviews with several staff, referent and reviewing the diaper logs, Licensor Gjerde determined there was enough information available to indicate that there have been times when a child was not being changed by the opening staff person when the child is knowingly soiled by said staff person. In some circumstances the child has been made to wait to be changed until the additional staff arrive and are then asked to change the soiled child at that time. Additional staff do not arrive to the center until 2 to 2 ½ hours after opening. ?? "No observation provided."
